c.NOTICE OF TEMPORARY PROCEDURES FOR BOARD OF SUPERVISOR MEETING
Pursuant to California Governor Gavin Newsom’s Executive Order N-29-20 issued on March 17, 2020, relating to the convening of public meetings in response to the COVID-19 pandemic. Additionally, members of the Board of Supervisors are allowed to attend the meeting via teleconference and to participate in the meeting to the same extent as if they were present. 

 

The meetings are open to the public, under the following conditions: All Attendees may attend the Board meeting in person and follow the State guidelines. If an attendee is not fully vaccinated it is highly recommended that an attendee wears a face covering or face shield. All attendees must comply with any other rules of procedures/instructions announced by the Board of Supervisors and/or County Staff. The meeting will be available through Zoom and YouTube for those who wish to join or require accommodations with the instructions below:

Discuss the policy and implementation of MEHKOs. Provide direction to staff on next steps if necessary.

Informational report on filing of notice of intention to circulate initiative measure amending the 2035 San Benito County General Plan, timeline for circulation, submission of petition, verification of signatures, decisions for Board of Supervisors upon validation, and probable election schedule. Provide direction to staff on preparation of fiscal impact report. Authorize CAO to select and contract with qualified consulting firm to prepare updated revised Elections Code section 9111 Report for an amount not to exceed $75,000.00.

(1) Discussion on the historical San Benito County's measure cost and the potential options of proceeding with public education and feasibility polling for a Transaction and Use Tax (TUTs) measure in the November 2022 Election; (2) direct staff to draft a resolution placing a countywide Transaction and Use Tax (TUTs) measure on the November 2022 Election; (3) and authorize CAO or designee to move forward with a contract to conduct polling and public engagement.

Receive update and reports from members of the Board of Supervisors regarding Committee assignments and Ad Hoc Committees. Appoint a new ad hoc committee entitled "Santana Ranch Affordable Housing Implementation Plan Ad Hoc Committee" to review the proposed Santana Ranch Affordable Housing Implementation Plan and appoint Supervisor Dirks and Supervisor Tiffany.

Adopt Resolution authorizing: (1) submission of a grant application with the California State Library for a Building Forward: Library Infrastructure Grant for the County's Library Safety First Project, requesting $10 million with a $5 million match, for the capacity expansion of the San Benito County Free Library; (2) acceptance of grant funds; and (3) execution of a grant funding agreement.

HEALTH AND HUMAN SERVICES AGENCY- T. BELTON

Approve the use of American Rescue Plan Act to cover the costs of the Program Manager position for homeless services and a Homeless Abatement Services contract with Smith & Enright Landscaping, Inc total request of $329,263.28. Additionally approve the contract for Homeless Abatement Services with Smith & Enright Landscaping, Inc. for an amount not to exceed $164,775.00 for the period of March 1, 2022 through June 30, 2023 and approve the additional staffing of 1.0 FTE Program Manager and direct staff to amend the Schedule of Approved Position Allocations.

Approve the following reclassifications of 1.0 FTE Employment and Training Supervisor to 1.0 FTE Social Work Supervisor I in Community Services and Workforce Division at the Health and Human Services Agency, 1.0 FTE Vocational Assistant to 1.0 Social Worker I in Child Protective Services Division and  1.0 FTE Integrated Case Worker I/II to 1.0 FTE Social Worker I/II in HHSA for the CalWORKs Welfare to Work Division, 1.0 FTE Integrated Case Worker III to 1.0 FTE Social Worker III, and reclassification of remaining 6.0 FTE Integrated Case Worker I/II to 6.0 FTE Social Worker I/II as staff exit the Agency. Additionally authorize an increase in 1.0 Limited Term Eligibility Specialist FTE for the Community Service and Workforce Development Budget funded by the 2021 Low Income Home Energy Assistance Program (LIHEAP) American Rescue Plan Act (ARPA) Grant. Direct staff to amend the Schedule of Approved Position Allocations to reflect all of these change.

Approve contract amendment #1 for the 2020 US Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Homeless Assistance Grant between Community Services Development Corporation and the County of San Benito for the period of April 1, 2021 through March 31, 2022, in the amount of $238,294.00 reflecting an increase of $19,555.75 and approve budget adjustment to reflect the increase (4/5 vote required).

RESOURCE MANAGEMENT AGENCY - S. LOUPE, INTERIM RMA DIRECTOR

Adopt continuing Resolution confirming the RMA Director's authority to enter into emergency repair and replacement contracts to remediate a local emergency, pursuant to Public Contracts Code Section 22050, without adoption of plans and specifications or competitive bidding; finding that there is a need to continue emergency action; and finding emergency repair and replacement work exempt from CEQA under CEQA Guidelines Section 15269(d), as emergency projects within the rights of way of existing County and State highways damaged by flooding and storm events. No new costs are being incurred or authorized by this action.  (4/5 vote required)
