 The County Board of Supervisors will recognize the public trust it holds, will on all occasions conduct business with honesty, integrity, and respect for the individual, and will hold the organization of County government to that same standard.

The San Benito County Board of Supervisors welcomes you to this meeting and encourages your participation.

  • If you wish to speak on a matter which does not appear on the agenda, you may do so during the Public Comment period at the beginning of the meeting.  Please complete a Speaker Card and provide it to the Clerk of the Board prior to the meeting.  Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda.  When addressing the Board, please state your name for the record.   Please address the Board as a whole through the Chair.
  • If you wish to speak on an item contained in the agenda please complete a Speaker Card identifying the item(s) and provide it to the Clerk of the Board prior to consideration of the item.

NOTE FOR THE PUBLIC:

 

The Brown Act contains special requirements that apply when members of a legislative body participate in a public meeting by telephone. Certain of these requirements have been suspended by Paragraph 11 of Executive Order N-25-20, executed by the Governor of California on March 12, 2020 to mitigate the spread of the coronavirus known as COVID-19. On March 18, 2020, Executive Order N-29-20 was executed. Per paragraph 3, the requirement to allow one publicly accessible location where members of the public have the right to observe and offer comment at the meeting has been suspended.

 

In particular, the Executive Order suspends the provisions of the Brown Act that require noticing and posting of agendas at each location where a member will be participating telephonically, as well as provisions that require physical presence of members for purposes of a quorum or to hold a meeting. Remote participants do not need to allow public access or comment at remote locations.

 

Public Participation:

In accordance with Executive Orders N-25-20, N-29-20, and guidance from the California Department of Public Health on gatherings, remote public participation is allowed. We will address the Order in the following ways:

 

Members of the public may NOT physically attend meetings at the San Benito County Board of Supervisors' Chambers.

 

Those members of the public wishing to participate must do so remotely via Zoom electronic meetings as listed above.

 

Public comment for the Board of Supervisor meeting will be accepted via email to jslibsager@cosb.us (prior to 9:00 a.m. on March 20, 2020), and/or through the chat feature of the Zoom electronic meeting during the meeting, prior to the close of public comment on an item, and read into the record during public comment.

Approve a five year contract with the California Department of Social Services for Child Welfare Services Case Review Quality Assurance Activities in the amount of $21,739.00 per year.

RESOURCE MANAGEMENT AGENCY - H. MAVROGENES

Accept bids received for the PWB-1911 Hospital Road Bridge - Low Water Crossing Replacement Project – FAP No. BRLKS-NBIL(501); reject the bid submitted by MCM Construction, Inc. as non-responsive; find Granite Construction Company of Watsonville, California, to be the lowest responsive, responsible bidder; award the construction contract in the amount of $10,645,996.85 to Granite  Construction Company;  approve the construction contract and authorize the RMA Director to execute it and all documents related to the administration of the construction contract upon receipt of all documents required in the Invitation for Bids, in accordance with the provisions of the Public Contract Code and Caltrans guidelines, including change orders not to exceed $210,000.00, in accordance with the Public Contract Code Section 20142; and authorize the RMA Director to accept the completed improvements and perform all necessary closeout activities upon project completion.

PLN190060 Zoning Map Ordinance Amendment. Hold Public Hearing to consider the recommendation of the San Benito County Planning Commission that the Board of Supervisors; adopt resolution to approve an Addendum to the 2035 San Benito County General Plan EIR; and adopt ordinances amending the zoning map to: 1) repeal Ordinance No. 992 establishing the C-3 zoning district and restore Agricultural Rangeland with Floodplain Combining District (AR-FP) base zoning for the entirety of all four parcels; and 2) add a Commercial Thoroughfare (C-1) zoning combining district to a 29-acre area portion of the four parcels.
