AGRICULTURAL COMMISSIONER - K. OVERSTREET

Approve a three year agreement with SCI Consulting Group to serve as the Engineer of Work and provide professional consulting and levy administration services for the County Mosquito Abatement Program from July 1, 2019 through June 30, 2022, for a total cost of $28,500.00, plus actual expenses not to exceed $800.00.

Approve Parks and Recreation Commissioner Timothy Powers (District #2) to attend 2019 California Parks and Recreation Society Conference in Sacramento on March 19-23, for approximate cost of $1,200.00.

Authorize the CAO or his designee to approve a contract with Hooper, Lundy & Bookman, LLP in the amount of $25,000.

Approve a Five Year Lease Agreement for Copier with Sharp for Public Health in the Amount of $20,340.00, payable at a monthly rate of $339.00 for five years.

HEALTH AND HUMAN SERVICES AGENCY - J. RYDINGSWORD

Approve and obtain Board Chairperson signature on an inter-county agreement between San Benito County Health and Human Services Agency and Santa Cruz County Health Services Agency for Health Officer coverage when a Health Officer is not available.

Approve out-of-state travel for Public Health Emergency Services Specialist to attend the March 26 - 29, 2019 National Association of County and City Health Officials Preparedness Summit in Saint Louis, MO in accordance with San Benito County Travel Policies and Procedures for an estimated cost of $2246.00.

HEALTH AND HUMAN SERVICES AGENCY - J. RYDIINGSWORD

Approve Out of State Travel for Health and Human Services Agency, CSWD Staff to participate in the National Association of Workforce Boards Conference from March 23-26,2019 in Washington D.C., in the amount of $2,807.00 for each ($5,614 total).

HEALTH AND HUMAN SERVICES AGENCY - J. RYDINGSWORD

Approve Health and Human Services Agency, Migrant Center Manager out-of-state travel to participate in the National Association for Latino Community Asset Builders (NALCAB) Fellowship Program for the following dates:

  • Training 1 – Week of March 25 – 29th in Denver, CO
  • Training 2 – Week of June 17 – 21 Location TBD
  • Training 3 – Week of September 30 – October 4 in San Antonio, Texas
  • 2019 NALCAB National Training Event – November 4 – 8 in San Antonio, Texas. Training tracks include Financial Capability, Small Business Development and Equitable Neighborhood Development, in the amount of $4,560.00.

HUMAN RESOURCES - E. NOLASCO

  1. Receive the internal administration committee recommendation to enter into exclusive negotiations agreement with Ralph Andersen & Associates for a new comprehensive classification and compensation study.  
  2. Authorize the CAO to negotiate and execute a contract with Ralph Andersen & Associates in an amount not to exceed $174,500, on a form approved by County Counsel.

Adopt the plans and specifications for the SB-1 Seal Coat Project At Various Locations – PWB-1902, San Felipe Road (NB-SB) from 0.9N/Fallon Road to HWY 156 – 1.20 Mile Chip Seal, Gardena Lane from Santa Ana Road to End – 0.14 Mile Chip Seal, Nash Road from 1780’ E/O Riverside Road to PCC Bridge – 0.07 Mile Chip Seal, Cienega Road from COP 1475’ S/O Union Road to Cienega Road Extension – 0.10 Mile Slurry Seal, and authorize the advertisement for bids.

Approve out of state travel March 30 - April 3, 2019 to Washington, D.C. for 2 peer response team members and 1 supporting partner to seek congressional conversation/partnership and funding opportunities.  Costs in the amount of approximately $8,600 to be offset with the Veterans Peer Response special revenue fund.

ASSESSOR'S OFFICE - T. SLAVICH

Consider adoption of an Ordinance amending Section 19.01.023 of Title 19, Chapter 19.01 of the San Benito County Code Pertaining to Compatible Uses on Agricultural Preserves.

 

1) Find that the proposed Ordinance does not meet the definition of a "project" under section 21065 of the California Environmental Quality Act (CEQA) as an "...activity which may cause either a direct physical change in the environment or a reasonably foreseeable indirect change in the environment...", and CEQA review would be premature and purely speculative at this time, because no  specific projects involving any of the proposed compatible uses are currently being proposed, and appropriate CEQA review will be conducted at such time as specific applications are processed for projects involving the compatible uses described in the Ordinance, consistent with the County's General Plan and applicable ordinances, including but not limited to the Zoning Ordinance;

 

2) Adopt Ordinance, Amending Section 19.01.023 of Title 19, Chapter 19.01 of the San Benito County Code Pertaining to Compatible Uses on Agricultural Preserves"; and

 

3) Authorize and direct the Clerk of the Board to publish the Ordinance in a newspaper of general circulation in its entirety within ten (10) days of its adoption, pursuant to Government Code section 6061.

Receive Community Homeless Planning Committee Report from Health and Human Services Agency Director; Authorize HHSA Director to pursue the Homeless Emergency Aid Program (HEAP) Funding Application and Allow the HHSA to pursue discussions with its partners and with the prospective sites to determine its feasibility for the Homeless Navigation Center.
