BACKGROUND/SUMMARY:

A Request for Proposal (RFP) was launched in February 2022 at the recommendation of the Board of Supervisors and as outlined in Behavioral Health’s RFP roadmap for the next few fiscal years. This particular Request for Proposal was announced to the public in January by publishing in the local newspaper, Hollister Freelance, and by posting on social media, shared email lists, and announcing it on Benitolink.com. A thorough review was performed of each RFP submitted that evaluated the capacity and experience, program services, performance outcomes, and financials including the pricing proposal for each agency. After evaluations were submitted, the contract was offered to Community Solutions for Children, Families and Individuals (Community Solutions).

The MHSA emphasizes Prevention and Early Intervention (PEI) as a key strategy in the prevention and treatment of early onset of mental health symptomatology. PEI programs are required to include outreach to people who experience early signs of mental illness. PEI programs also provide education focused on reduction of stigma and discrimination against people with mental illness. Community Solutions is a local organization with a history of offering prevention and socialization services tailored for youth and their families. The Behavioral Health Department is requesting authorization to extend a contract to Community Solutions to deliver services focused on early screening and treatment/intervention for mental health symptoms. Additional services are the delivery of two (2) youth focused group curriculums with a culturally relevant service delivery design tailored for the Latinx community. Community Solutions will also be providing afterhours services on County Behavioral Health’s behalf that allow for the continued expansion of our outpatient service appointments availability. These afterhours services include group as well individual counseling provided by licensed and licensed waivered clinicians. This is an important service addition for us to make these hours for services available to our county, particularly for those who cannot access traditional day time hours of service availability.

This contract is a result of an RFP that was launched in February 2022. This is the first time an RFP was issued for these services.

Last year’s contract was for an amount not to exceed $275,000. The provider who held this contract last year submitted an RFP but the pricing proposal exceeded the awardee significantly which was a factor in the award determination.
