BACKGROUND/SUMMARY:
Previously the Behavioral Health Department had received janitorial services through the County RMA sourced janitorial contract. When the BH Dept. moved to its new building, RMA renegotiated the BH Dept.’s janitorial services by adding an addendum to the existing janitorial contract and adjusting the contracted amount to compensate for the new, larger BH building. Behavioral Health became aware of this contracting arrangement adjustment when billing was received with a dramatic increase to a price of over $6,000 for month.
In conjunction with RMA, the BH Dept. went to RFP to attempt to obtain more favorable pricing for janitorial services. The result of the RFP process was to obtain better pricing and an improved services upgrade with a price of $3,342 per month and with a 2nd location, our Esperanza Wellness Center also included in the package for janitorial servicing. This contract will fulfill the RFP terms at a lower cost than our previous option.

Behavioral Health held an RFP process during FY 21-22 for Janitorial Services. The RFP responses yielded two applicants. One of the applicants did not include the full scope of services requested and due to a more comprehensive proposal from the second applicant, a contract with the awardee, Smitty's Janitorial, was established from November 2021-until June 30, 2022. The first year's contract was under the CAO's approval limit of $50k due to it being a partial year contract amount. To continue with the terms of the RFP, Behavioral Health has structured a 2 year contract with locked-in prices for the duration of the agreement for services.
