RESOURCE MANAGEMENT AGENCY – S. LOUPE, ASSISTANT DIRECTOR - PUBLIC WORKS

Adopt Specifications and Bid Solicitation of the Job Order Contract (JOC) Program, and authorize the advertising for bids. Authorize the Resource Management Agency to award construction contracts within the parameters of the JOC Program. The Bid Solicitation will have a goal to procure the services of six contractors, three Class A contractors and three Class B contractors.

BACKGROUND/SUMMARY:

San Benito County regularly issues contracts to complete construction and repair work throughout the county. These jobs can be small facility projects, or large public works emergencies. Unfortunately, our current process requires months of time to complete the necessary administrative process and approvals as dictated by the State of California. Recognizing this, the State of California has established an alternative process that completes most of the administrative work ahead of time, increasing the flexibility and responsiveness of small organizations. This state approved program, the Job Order Contract program, establishes pre-negotiated contracts with established prices for anticipated work prior to the need.

 

The Bid Solicitation will have a goal to procure the services of six contractors, three Class A contractors and three Class B contractors and establish pre-negotiated contract pricing to be implemented with various projects throughout the County.

 

To move forward with the construction of a project, the project will still need to be approved by the Board of Supervisors. That approval could occur via the adoption of the Capital Improvement Program (CIP). If the project was not included in the adopted CIP, and the project construction cost requires approval of the Board, then that item would be presented to the BOS for approval.
