BACKGROUND/SUMMARY:

The Board of Supervisors has  requested a presentation be provided regarding the relationship between the County Public Authority for IHSS and In Home Supportive Services (IHSS).

 

The state initially established IHSS (then called the Homemaker Chore Program) in the 1970s, funded through the state’s general fund, limited federal funds and a county share-of-cost structure.

 

The California Department of Social Services (CDSS) oversees and writes the regulations for the IHSS program; each county then provides the services for their respective communities.

 

The State  In Home Support Services  Program provides individuals assistance to pay for services needed. To be eligible, you must be over 65 years of age, or disabled, or blind.  Disabled children are also potentially eligible for IHSS.  IHSS is considered an alternative to out-of-home care, such as nursing homes or board and care facilities.

 

The types of services which can be authorized through IHSS are housecleaning, meal preparation, laundry, grocery shopping, personal care services (such as bowel and bladder care, bathing, grooming and paramedical services), accompaniment to medical appointments, and protective supervision for the mentally impaired.

 

Funding to cover this particular program is shared between the Local, State and Federal Government.

- 44% Covered by the State and Counties

  • 65% funded by the State (28.6% of total)
  • 35% funded by the Counties (15.4% total)

 

As part of being an IHSS provider, you are automatically represented by a bargaining group.

 

In partnership with Sloan Sakai Yeung & Wong LLP and the County, a presentation of such relationship has been prepared for presentation.
