CONSENT AGENDA
BACKGROUND/SUMMARY:
This contract renewal allows the Behavioral Health Department the utilization of all of the mental health facilities operated by Crestwood Behavioral Health Inc.
The Crestwood organization is well known throughout the state and their resource of facilities in operation throughout the state span a spectrum of levels of care. Facilities operated by the Crestwood organization serve clients requiring inpatient psychiatric acute hospital care and an array of lower-level sub-acute residential treatment facilities.
Some adult Behavioral Health Department clients may require inpatient acute psychiatric hospital care, while other clients may require sub-acute levels of psychiatric skilled nursing, or community based residential treatment services as part of their ongoing treatment plan. This contract provides access to many levels of mental health care resources. Our County does not have this type of service available in our local community.
By history the Behavioral Health Department utilizes multiple similar contract service providers for these various levels of care to allow for the best opportunities to access open beds. Our clients who need such services are generally placed at these facilities on a temporary involuntary basis, or while under conservatorship.

CONTRACT AND RFP HISTORY:
There have been 2 previous contracts between SBCBH & CRESTWOOD BH.
Based on the BOS presentation from January 25, 2022, this contractor's facility falls under the category of Inpatient Hospital/Residential Treatment Contracts. An RFP for this type of contract is not advised because these type of fee for service contracts are secured in the event an individual presents themselves needing this level of care and needs to be placed at this type of facility. The department contracts with various similar facilities in an attempt to secure a bed as these resources are shared with all counties statewide.
