Approve contract with Hazel Hawkins Hospital California Corporation and the County of San Benito for the period of January 1, 2022 through June 30, 2022, in the amount of $50,000.00 for COVID-19 testing services for San Benito County staff.

BACKGROUND/SUMMARY:
In order to mitigate the spread of COVID-19 and allow for a safe return to the workplace the Board of Supervisors took action to pass a testing requirement for all San Benito County staff.
The County has continued to provide COVID-19 tests to satisfy the testing requirements for County staff who are not fully vaccinated, or for whom vaccine status is unknown or documentation is not provided as described on the State Public Health Officer Order of August 5, 2021 and the Order of the County of San Benito Health Officer of August 17, 2021.
Hazel Hawkins Hospital was selected as the vendor to ultimately coordinate the testing services from September 2021 to December 2021 according to the original contract which was set up under the County Administrative Officers signing authority ($50,000.00) ultimately only $26,800.00 was spent through this first contract. That first contract is currently expired and the culminated expenses will exceed $50,000.00. Due to the dollar figure exceeding the CAO's authority this new contract is required to be brought to the Board of Supervisors for approval.
The funding to cover this contract and the previous contract was allocated and approved by the Board of Supervisors during the Board of Supervisors meeting on February, 22nd 2022. The amount allocated from the American Rescue Plan Act was to the amount of $500,000.00.
Currently the testing requirement has been temporarily suspended until appropriate revision and approval of the Covid-19 Vaccine Status Verification and Testing Policy are amended. This decision was made to align with the California Department of Public Health (CDPH) guidelines.
The only departments who still require staff to continue to test per CDPH guidelines are:
- Behavioral Health
- Sheriff's Office
- Jail
- Juvenile Hall

CONTRACT AND RFP HISTORY:
One prior contract with Hazel Hawkins Hospital to provide testing services for our County Staff. The Contract prior was only $50,000.00 and the period was from September 7th to December 7th of 2021. Out of the $50,000.00 contract only $26,800.00 was spent during that period.
The first contract also included the first 400 COVID-19 tests free of charge as part of the agreement for the Hazel Hawkins Cares Act Contract. Then the subsequent test will be $50.00/test and additional $50/test if the pool group is positive for confirmatory test.
