BACKGROUND/SUMMARY:
The State Department of Community Services & Development (CSD) has made available Low-Income Household Water Assistance Program (LIHWAP) funds. LIHWAP funds are designed to assist low-income households residing in San Benito County with water assistance services. A household may receive a one-time benefit payment for water OR wastewater (including stormwater charges) or both if the bill includes both services during the program period (May 2022 through August 31, 2023). We anticipate serving approximately 225-275 eligible households with their water bills for an amount up to $2,000 to cover arrears. CSWD requests adoption of a resolution to accept the 2021 LIHWAP grant, approve the grant agreement, and authorize the HHSA Director or Deputy Director to take certain actions necessary to administer the grant, including executing Standard Agreement No. 21Z-9566 and any amendments thereto that do not require a budget augmentation, and any administrative documents relating to said Agreement on behalf of the County.
A budget adjustment form to the amount of $19,353.00 will need to be approved with 4/5 vote for the expenses expected to be realized this fiscal year. The remainder of the funding will be utilized in the upcoming Fiscal Year and will be approved under the normal budget process. There is no impact on the county general fund.
