BACKGROUND/SUMMARY:
The County received Community Development Block Grant Coronavirus Response Round 1 (CDBG-CV1) funding for subsistence payments for utility assistance for low and moderate income individuals and families in the City of Hollister, City of San Juan Bautista and County of San Benito. As previously reported to this Board at the March 22, 2022 meeting, staff has had some struggles receiving applications from the jurisdictions of San Juan Bautista and San Benito County. As of March 10, 2022, the total expenditures for each jurisdiction is as follows (excluding the admin fee):

As shown above, expenditures for the City of Hollister's allocation is going well; however, expenditures for SBC and SJB have been slow. Staff has been actively conducting outreach and promoting the program through different venues including social media, schools, partner agencies, flyers sent to all residents in SJB with the household's utility bill...etc. In addition, staff dedicates time in SJB every Thursday afternoon and works closely with city staff.
At the March 22, 2022 board meeting the Board gave direction to CSWD to conduct further outreach in the City of San Juan Bautista and in the County before it would approve an amended resolution that would have allowed the allocations for the City of San Juan Bautista and the County to be used for the City of Hollister residents. Attached to this board item is a list of additional outreach that has been conducted since the last board meeting.
Additionally, CSWD has requested a four month extension of the CDBG-CV contract to September 30, 2022 to allow for additional outreach in the City of San Juan Bautista and San Benito County. Consequently at this time there is no need to amend the existing Resolution. Efforts will be made to spend the allocations within the targeted jurisdictions.
