BACKGROUND/SUMMARY:

In July of 2021, a Board and Care facility - Salvador Lodge, that was under contract with San Benito County and housed 5 of our Behavioral Health clients closed unexpectedly due to the proprietor retiring. The proprietor gave San Benito County Behavioral Health a 30-day notice to vacate and move our clients in placement there. SBCBH had a total of 5 LPS conserved clients living in board and care services at Salvador Lodge. We had to find alternate supervised, licensed housing to relocate our clients. SBCBH staff contacted other comparable facilities and due to the high demand for limited residential facilities resources throughout the State of California, Davis Guest Home was the only contracted provider with availability of the open beds required. Our 5 conserved client were placed at Davis Guest Home at the end of August of 2021 and have continued receiving housing and other support services with a relatively seamless transition. San Benito County Behavioral Health staff contacted the following residential facilities before deciding on Davis Guest Home: New Horizons, Las Palmas Estates, Riverbank Modesto, People's Board and Care, Comfort Care, A&A Health Services, Monterey Bay Guest Home, Modesto Residential Living Center, CA Psychiatric Transitions, Alice Manor, Herman Healthcare, Golden Cross, Golden Living, GLOM, Willow Glen Care Center, Rosewood Care Center, Drake House, Opal Cliff, Psynergy, and South County Retirement Home. Out of all of the listed facilities, Davis Guest Home and Comfort Care had availability but staff ultimately went with Davis Guest Home due to their more economical rate and the fact that they had vacancy to house all 5 clients who were previously housed together, thus contributing to their continuity of care. 

 

San Benito County Behavioral Health clients sometimes require licensed Mental Health residential care placement as the least restrictive supervised settings they can reside at. Generally, clients at this type of placement meet the criteria to also be LPS conserved because the client has been determined to be unable to independently provide for food, clothing, and shelter because of a mental disorder. Davis Guest Home is a quality placement option for such clients. This placement was already a county contractor prior to the addition of the move in of the 5 additional clients. The unexpected sudden need to utilize this contractor at a higher volume of client placements than expected has expanded utilization costs and it is foreseen that a comparable level of utilization will continue into the upcoming new fiscal year.

 

There are NO County General Funds involved in this proposed Contract Amendment action.
