Approve the flexible staffing of a currently vacant Accountant I/II position to include the Accountant III position in the series and direct staff to amend the schedule of approved positions.

BACKGROUND/SUMMARY:

There is a vacancy for the Accountant II position in RMA. We request approval for flexible staffing to include an Accountant III position to the current Accountant I and II positions.

 

RMA Finance and Accounting is responsible for cost accounting of Road fund projects, development projects, Public Works facilities construction, ongoing road infrastructure maintenance, maintaining balances of developer deposits against incurred County costs, and assisting with audits and internal controls. Large development projects such as Santana Ranch,  San Juan Oaks, Vista De Calabria, and Fairview Corners have required more review and research to comply with terms of billing developers for cost reimbursements ranging up to the hundreds of thousand dollars, as well as to comply with their requests for an accounting of their deposits.

Federal Highway Administration (FHWA)/Caltrans road projects similarly require cost tracking and eligibility compliance when billing Caltrans for cost reimbursements for projects such as $17 million Hospital Road Bridge. Financial management is required for balancing our Non-FHWA funded  SB1 and Measure G funding against identified project to fully utilize the funds and to compile annual reporting to the State and Council of San Benito Governments on how those funds were spent. Our staff support the County's year-end financial audits, as well as provide to the State Controller's Auditor all required Road fund expenditure reconciliations between the specialized road fund Cost Accounting Management System, CAMS, and the County's accounting system, Tyler New World.  Adding an Accountant III will enable RMA to adequately provide the above financial support in a more efficient and timely manner than is currently achievable due to the lack of appropriately staffed resources. It also gives some flexibility to fill the vacancy with an Accountant II if we cannot find a qualified candidate.

 

There will be no current fiscal impact because the Resource Management Agency (RMA) has been realizing salary savings due to a vacant Director and Assistant Director positions. The incremental costs for the flexibly staffed position will be covered by the salary savings for this current fiscal year.

 

The on-going year over year increase which will need to be covered will be $15,426.00 for the position to be flexibly staffed up to the Accountant III position.
