Authorize the County Clerk-Auditor-Recorder to execute an Amendment No. 01 to the Professional Services Agreement with National Demographics Corporation (NDC) and the County of San Benito.

BACKGROUND/SUMMARY:
The Board of Supervisors authorized the County Clerk-Auditor-Recorder to execute Professional Services Agreement with National Demographics Corporation (NDC) and the County of San Benito for a total not to exceed $59,500.00.
Assuming three virtual meetings, five in-person meetings, and no optional project elements, NDC's not to exceed amount was $59,500.00.
The assumption was made that the Board would adopt the map in mid-November. The additional four in-person meetings at $2,750 increased the cost by $11,000.00. The County received a credit of $1,250 for only performing two virtual meetings.
The total cost of NDC redistricting services was $69,250.00.
Amendment No. 01 to the National Demographics Corporation (NDC) and the County of San Benito contract will not effect the general fund. The County Clerk Department will cover the additional costs within its 2021-2022 Budget.

CONTRACT AND RFP HISTORY:
At the direction of the Board, the County Clerk released a Request for Qualifications (RFQ) on April 01, 2021 and received 3 proposals. The County Redistricting Staff Advisory Committee conducted evaluations based on the vendor’s qualifications including, but limited too: knowledge and experience, key personnel, resources, and familiarity with the project scope of work. Ultimately, the National Demographics Corporation (NDC) was selected and approved for recommendation by the County Clerk.
On May 25, 2021, the Board authorized the County Clerk to execute Professional Services Agreement with National Demographics Corporation (NDC) and the County of San Benito for a total not to-exceed $59,500.00.
