BACKGROUND/SUMMARY:
JHS Consulting, LLC has been selected to provide the County of San Benito with contract environmental planning and consulting services for Strada Verde Innovation Park (SVIP) Project development application.
JHS previously had a contract in place with the County to initiate work on this project. As explained in Attachment B of the existing contract, an initial budget amount towards this scope of work was approved (up to $9,900), in order to get JHS Consulting underway with scoping this project with County staff and the applicant team. Then, in late 2019, an additional budget amount of $40,000 was authorized for JHS to continue with the EIR scoping and consultant selection process, which concluded in October 2020.
In November 2020, the applicant requested that the County pause work on the project, after the results of the election and the defeat of the applicant’s initiative. Some minor coordination occurred to provide information to the County as needed, however, all main work on the environmental review for the project was halted, pending direction from the Board of Supervisors and a potential new application submittal from the applicant team.
The previous JHS contract has expired and is closed. The applicant has now filed an amendment/update to their prior application, and the below scope of work will be used to issue a new agreement and budget for JHS work on processing the environmental documentation for the SVIP project.
SCOPE OF SERVICES
It is anticipated that this scope of services will mainly include JHS Consulting’s work to assist County of San Benito Resource Management Agency Staff with oversight and management of the environmental review process for the Strada Verde Innovation Park (SVIP) Project development application. This scope describes the overall work that is generally envisioned to be performed by JHS for this project. However, given the nature of the project, this scope is intended to be somewhat flexible in order to accommodate the work needed on review of the application and management of the environmental review process.
It is understood that the workload and number of hours worked will fluctuate and vary over the term of this contract, but given the scale and nature of the project, it is intended that the work outlined in this scope will generally average roughly 15 hours per week for the duration of this agreement. This scope covers the work effort by John Schwarz of JHS Consulting for the generally anticipated tasks identified below.

Contract amendment No 1 extended the contract expiration date December 31, 2020 and added additional compensation in an amount not to exceed $40,000 to the original contract amount of $9,900 for the scope of the services.
