Adopt Resolution Amending Resolution No. 2021-31 approving and authorizing the use of the County's CDBG CV-1 allocation in the amount of $101,532.00 to serve eligible households residing anywhere within San Benito County and utilize funding from each jurisdiction in the aggregate amount not to exceed $316,262.00 to serve eligible residents within any jurisdiction;
Authorize the HHSA Director or Deputy Director to sign the amended MOU; and enter into and execute the grant agreement and any subsequent amendments with the State of California, and execute Funds Requests and other required reporting forms for purposes of administering the grant.

BACKGROUND/SUMMARY:
On August 18, 2020, the Board of Supervisors adopted Resolution No. 2020-58 approving and authorizing submission of the Community Development Block Grant (CDBG) Coronavirus Response Round 1 (CDBG-CV1) application in the amount of $316,267. The application was in response to the California Department of Housing and Community Development (HCD) announcement of the availability of approximately $18.7 million in new federal funds for the Community Development Block Grant Coronavirus Response Round 1 (CDBG-CV1) funding for local assistance. Furthermore, on April 13, 2021, the Board amended resolution 2020-58 by resolution NO. 2021-31 at the direction of the State Housing & Community Development (HCD) to remove the Public Service Activity of rental assistance since this activity was no longer an eligible activity under the CDBG-CV1 N.O.F.A. The application was changed to subsistence payments for utility assistance.
Staff has had some struggles receiving applications from the jurisdictions of San Juan Bautista and San Benito County. As of March 10, 2022,the total expenditures for each jurisdiction is as follows (excluding the admin fee):

As shown above, expenditures for the City of Hollister's allocation is going well; however, expenditures for SBC and SJB have been slow. Staff has been actively conducting outreach and promoting the program through different venues including social media, schools, partner agencies, flyers sent to all residents in SJB with the household's utility bill...etc. In addition, staff dedicates time in SJB every Thursday afternoon and works closely with city staff. In an effort to spend all grant funds, each jurisdiction is in agreement to allow the use of their allocated funds to be used for all eligible households residing anywhere within the three jurisdictions.
Since there is a need to amend the Resolution, there is also a need to amend the MOU which will be signed by each jurisdiction. The cities will be taking the revised MOU and amended resolutions to their respective governing bodies at their next council meeting for approval.
