Accept all bids for the SB1 Projects at Various Locations, FY 2020-2021 County Project No. PWB-2104, PWB-2106, PWB-2107, PWB-2109, PWB-2110, PWB-2111, find Granite Construction as the lowest responsive responsible bidder, award contract to Granite Construction in the amount of $3,574,376.65, approve contract and authorize the RMA Director to execute the contract upon receipt of all contract documents required in the Invitation for Bids, authorize the RMA Director to issue change orders in an amount of not to exceed $191,218.82 (Contract Contingency Amount) and approve a budget adjustment in the amount of $481,218.82 in the Road's Fund utilizing their fund balance (4/5 Vote Required)

BACKGROUND/SUMMARY:
On June 22, 2021, the Board of Supervisors adopted the plans and specifications for the SB-1 Projects At Various Locations FY 20-21, PWB-2104 Cienega Road from Hidden Valley to Mudstone Ranch, PWB-2106 Anzar Road from Cole Road to School Road to Searle Road to San Juan Highway, PWB-2107 Carr Avenue from Anzar Road to Carpenteria Road, PWB-2109 Cienega Road from Union Road to 1475’ S/O Union Road, PWB-2110 Cienega Road from 1475’ S/O Union Road to 0.4 Mi S Union Road, PWB-2111 Cienega Road Extension from 0.4 Mi S Union Road to Hospital Road; found the projects are categorically exempt under CEQA Guidelines Sections 15301 and 15302 and; authorized the advertisement for bids.
Bids were due July 27, 2021 at 2:00 PM and two bids were received. Staff has identified Granite Construction Company as the lowest responsive responsible bidder, in the amount of $3,574,376.65. The other bid received was from Graniterock in the amount of $3,674,067.20.
The Engineer's Estimate for each location are as follows: PWB-2104 Cienega Road from Hidden Valley to Mudstone Ranch - $587,000.00, PWB-2106 Anzar Road from Cole Road to School Road to Searle Road to San Juan Highway - $2,159,000.00, PWB-2107 Carr Avenue from Anzar Road to Carpenteria Road - $1,545,000.00, PWB-2109 Cienega Road from Union Road to 1475' S/0 Union Road - $1,252,000.00, PWB-2110 Cienega Road from 1475' S/0 Union Road to 0.4 Mi S Union Road - $46,000.00, PWB-2111 Cienega Road Extension from 0.4 Mi S Union Road to Hospital Road - $218,000.00. Construction is to last three months.
The approved SB1 Road Improvement budget adopted by the Board for FY 2021-2022 is $3,285,998.00. Therefore a budget adjustment is required to make sure there is funding available to match the contract amount and to take into account the potential need for the contingency. It is requested that a budget adjustment of $481,218.82 be approved to the Roads Fund, the budget adjustment is composed of the $290,000.00 to get to the contract amount and $191,218.82 to allow for the contract contingency amount. The funding will be coming from the Road Fund's exiting fund balance.
