Accept all bids for the Capital Improvement Project-Administration Building ADA Doors PWB-2118, find Dilbeck and Sons Inc as the lowest responsive responsible bidder; award contract to Dilbeck and Sons Inc in the amount of $34,183.00; approve contract and authorize the Interim RMA Director to execute the contract upon receipt of all contract documents required in the invitation for Bids; and authorize the Interim RMA Director to issue change orders in an amount not to exceed $3,418.00.

BACKGROUND/SUMMARY:
The County of San Benito Administration Building is a 10,879 gross square foot building located at 481 Fourth Street, Hollister. The Administration building houses Administration, County Counsel, Auditor, and the Board of Supervisors Chambers. The building is frequently accessed by the public. The front lobby entry doors and entrance doors to the Board of Supervisor’s Chambers are in need of an ADA Accessible Door Control System. The invitation to bid for PWB-2118 included scope of work to install ADA Door operational systems, including push button technology. Architectural plans and specifications were adopted and provided to bidders. One contractor, Dilbect and Sons Inc, attended two of the three pre-bid site meetings held at the Administration building to review plans and specifications. Dilbect and Son’s responded to the invitation to bid and was found as the lowest responsible bidder at a construction bid schedule (cost) within the FY 21-22 Recommended CIP budget amount.

The Board of Supervisors adopted the Capital Project Administration Doors in the FY 21-22 Infrastructure and Capital Improvement Recommendation Schedule in May 2021. CIP plans and specifications and authorize to bid was approved by the Board of Supervisors in December 2021. The Capital Project was advertised in a Public Notice December 17th, 2021 and December 31st, 2021, with subsequent Invitation to Bid packet posted on the Ebidboards website. Three job site walk pre-bid meetings were conducted on January 13th, 14th and February 3rd 2022. A public open bid was conducted at the RMA office on February 17th, 2022. Dilbeck and Sons Inc was the single respondent. The bid response was within the project budget.

Staff respectfully recommends that the Board:
1) Accept all bids received for PWB-2118, Administration Building ADA Doors,
2) Find Dilbeck and Sons Inc. as the lowest responsive responsible bidder.
3) Award contract to Dilbeck and Sons, Inc. in the amount of $34,183.00,
4) Approve contract and authorize the Interim RMA Director to execute the contract upon receipt of all documents required in the Invitation for Bids, and
5) Authorize the Interim RMA Director to issue contract change orders in an amount not to exceed $3,418.00.
