BACKGROUND/SUMMARY:
As a member of the Salinas, Monterey & San Benito County Continuum of Care (CoC), Health & Human Services Agency, Community Services & Workforce Development (CSWD) received renewal funding from the US Department of Housing and Urban Development (HUD) higher than the expected amount to last year's allocation of $257,362. The HUD contract amount was increased to $289,133 reflecting an increase of $31,771. The goal of the program is to reduce the incidence of homelessness in CoC communities by assisting chronic homeless individuals and families in quickly transitioning to permanent housing and self-sufficiency. Due to the increased HUD funding, there is a need to amend the contract with the Community Services Development Corporation (CSDC) from $218,738 to $238,294 reflecting an increase of $19,555.75 to operate the lease functions of the HUD “Helping Hands” Permanent Supportive Housing Program. The additional funds are needed to cover the higher costs of leasing and the operational costs of maintaining the units. Under this HUD grant, CSDC provides permanent housing to 6-7 homeless individuals and 5-6 homeless families by providing housing shelter by “master leasing” apartments and/or homes to serve unaccompanied homeless individuals and homeless families.
The County CSWD's responsibilities under the contract will be limited to on-going case management and supportive services to all eligible enrolled participants. All lease management services are provided fully by the CSDC during the term of this contract. Under HUD guidelines, all participants must be chronically homeless with a documented disability. The contract term is for April 1, 2021 through March 31, 2022.

The County then subcontracts with CSDC to operate the leasing of the program. CSDC's award for last year was in the amount of $218,738.
