BACKGROUND/SUMMARY:

Sheriff Taylor has underfilled a vacant Captain's position in the Enforcement Bureau (Operations) with a Lieutenant. This was done for proper staff development in the new bureau commander roles.

The new Lieutenant in Enforcement is in need of a specialized supervisory level position to assist with the daily administrative tasks and oversight of a very specialized covert, tactical unit. This position was previously provided by the California State Department of Justice (DOJ). However they have decided not to staff this position anymore leaving a void of supervision in this important unit.

 

The work performed emphasizes decisions,  processes,  and  procedures  that  require  incumbents to use substantial independent judgment within established laws, regulations, policies, and/or guidelines. The incumbent will be responsible for supervisory/overseeing the covert/tactical unit and scheduling for all personnel. This will include providing direction and exercising supervision over TF agents and other support staff. Incumbents must apply a thorough knowledge of applicable laws, regulations, policies, and procedures to make both routine and non-routine decisions. This highly specialized position also oversees confidential informants, asset forfeiture, bank accounts and risk-management in complex operations.

 

This upward reclassification would be a savings as the Captain position is underfilled with a Lieutenant. Thus, there will be no fiscal impact for current year 2021-2022.

 

The underfilled Lieutenant position of the Captain position will allow for about $29,871 in salary savings from year to year. The difference in cost of the reclassification of the Deputy Sheriff to a Sheriff's Sergeant will be an increase of about $22,986 annually. Since the reclassification expense is less than the salary savings of the underfill Captain position, this change would have no net positive impact on the Sheriff's budget. They will actually still have some salary savings remaining.
