Adopt Resolution ratifying the emergency repairs to the break of the domestic water line for Stonegate CSA 31 occurring on December 24, 2021, authorizing payment of the invoice from Brigantino Irrigation, Inc. in the amount of $7,796.26, without adoption of plans and specifications or competitive bidding, finding that the emergency action was required to remediate an emergency, and finding that the emergency repair is categorically exempt from the California Environmental Quality Act (CEQA). BACKGROUND/SUMMARY:

CSA 31 Stonegate, formed in November 1988 and built in the years prior, and home to nearly 300 residents in 74 parcels, is unique amongst the CSAs/and developments in San Benito as it utilizes a unique water system that uses blue valve allocations for the residents’ water needs, providing both general/agricultural uses, and domestic water uses from an onsite potable water treatment plant.

 

As such, this nearly 40 year-old system utilizes two lines within its water delivery system for each parcel/household for their respective uses, one line for general/agricultural water uses and one line for domestic water uses.

 

On December 24, 2021, a break occurred on the domestic line at Stonegate.  The contracted operator of the water treatment plant, Bracewell Engineering, discovered the break and immediately shut off the water and notified RMA staff, who in turn, immediately contacted Brigantino Irrigation, Inc. to inspect the break and provide recommendations.  Brigantino subsequently repaired the break under emergency authorization to restore the essential water service to the affected line and residents serviced by it.
