BACKGROUND/SUMMARY:
Since the beginning of the COVID-19 pandemic, the Board of Supervisors has taken a proactive approach when it comes to keeping employees safe and providing the necessary tools to continue to serve our community. HR6201 better known as the Families First Coronavirus Response Act (FFCRA) that was effective April 1, 2020 mandated that the County provide Paid Sick Leave and Expanded Family Medical Leave to our employees expired on December 31, 2020. Previously, your Board proactively extended the FFCRA COVID-19 Sick Leave Bank on January 12, 2021 to protect employees until June 30, 2021. Additionally, on October 12, 2021 your Board extended the California COVID-19 Supplemental Paid Sick Leave hours until December 31, 2021 after they expired on September 30, 2021. Unfortunately, the circumstances continue to exist due to an ever-increasing rate of infection and breakthrough infection cases with the new variants of COVID-19.
As an employer, we are committed to providing a healthy workplace and a safe space for the public to receive services. This sick leave bank is part of an effort to help control the spread of COVID-19 and keep County employees and patrons healthy and safe from the spread of this virus. We ask of the Board to approve eighty (80) hours of the 2022 COVID-19 Supplemental Paid Sick Leave Bank from January 1, 2022 and have it set to expire on April 30, 2022: for those employees subject to isolation period related to COVID-19 as defined by an order or guidelines of the State Department of Public Health, the federal Centers for Disease Control and Prevention, or a local health officer who has jurisdiction over the workplace; due to a workplace exposure and subject to quarantine for COVID-19 as defined by an order or guidelines of the State Department of Public Health, the federal Centers for Disease Control and Prevention, or a local health officer who has jurisdiction over the workplace; attending an appointment to receive a vaccine for protection against contracting COVID-19; experiencing symptoms related to a COVID-19 vaccine that prevent the employee from being able to work or telework. This leave will not create an unfunded liability as employees will not be paid out upon separation.
