BACKGROUND/SUMMARY:

Ordinance 1035 was established and passed by the Board in September 2021 as a means to authorize RMA to shutoff agriculture lines at CSA 31/Stonegate in an attempt to preserve the remaining blue valve allocation for onsite water treatment and fire suppression.

 

Concerted conservation efforts within the Stonegate community and a water treatment plant breakdown in December 2021 have resulted in an estimated overage of approximately 1.5 AF by the close of their water year (the Stonegate water year runs from March to March with allotments that reset every year).

 

Because water overages do not carry over into the coming water year, the Stonegate Water HOA Committee has requested RMA open the agriculture lines two weeks ahead of the new water year in March to utilize the remaining allotment before the close of the current water year.

STAFF RECOMMENDATION:

Staff respectfully recommends the Board:

1. Receive the staff update and report on CSA 31/Stonegate Ordinance 1035.

2. Authorize RMA staff to unlock and turn on agriculture lines within CSA 31/Stonegate no sooner than two weeks prior to the start of the new water year on March 1, 2022

3. Direct staff not to enforce the agricultural limits of the existing ordinance from the date the agricultural water line is reopened through March 1, 2022.
