BACKGROUND/SUMMARY:
The San Benito County Integrated Waste Management Regional Agency was formed in 1995 through a Joint Powers Agreement and includes member agencies the City of Hollister, the City of San Juan Bautista, and the County of San Benito. Per the JPA the County is lead agency for waste diversion programming, IWM contract management, CalRecycle state reporting, CalRecycle grant management, and more.
In September 2016, Governor Edmund Brown Jr. set methane emissions reduction targets for California (SB 1383 Lara, Chapter 395, Statutes of 2016) in a statewide effort to reduce emissions of short-lived climate pollutants (SLCP). The targets must reduce organic waste disposal 50 percent by 2020 and 75 percent by 2025 and rescue for people to eat at least 20 percent of currently disposed surplus food by 2025.
CalRecycle is administering a one-time grant program, Senate Bill 1383 Local Assistance Grant Program, meant to provide aid in the implementation of regulations adopted by CalRecycle pursuant to Chapter 395, Statutes of 2016 and SB170 Budget Act of 2021.
By February 01, 2022 San Benito County Integrated Waste Management staff as the lead participant, intends to submit a Regional Agency Grant Application for the competitive SB 1383 Local Assistance Grant Program, on behalf of the San Benito County Integrated Waste Management Regional Agency, making the primary deadline for the grant. Integrated Waste Management staff are working on the grant proposal and obtaining all supporting documents and intend to apply for $102,541.00 in state funding to support new edible food recovery programming in San Benito County.
San Benito County, as Lead Regional Agency Participant, must submit a resolution as part of the grant application that:
1. Authorizes submittal of a Regional Agency Grant Application on behalf of the City of Hollister and the City of San Juan Bautista for the specifically named CalRecycle grant.
2. Identify the Signature Authority by listing the job title of person(s) authorized to sign all grant related documents necessary to implement and close-out the grant.
It is Staff’s recommendation that the Board of Supervisor’s adopt a resolution that authorizes IWM staff to submit this Regional Agency grant application on behalf of the San Benito County Integrated Waste Management Regional Agency and delegate authority to the IWM Manager to execute all grant related documents.
