BACKGROUND/SUMMARY:

In October 2021, staff was directed to complete a compliance review of the Santana Ranch project. During the review, multiple deficiencies were discovered and addressed. The two most significant discoveries were the deletion of the neighborhood commercial component of the project and storm water deficiencies. After meeting with Anderson Homes, they have agreed to restore the neighborhood commercial component of the project. They are actively working with the edc to recruit commercial tenants. 

Storm water issues have plagued the project from the start. Staff directed an on-call consultant to conduct a peer review of the previously approved design. It was discovered that there were three main areas that needed improvements. The first, compliance with the City of Hollister MS4 standards for the linear basin. A plan to install the necessary equipment to comply with these standards has been reviewed and approved. The improvements will commence upon receipt of the equipment that has been ordered. The second, capacity issues with the linear basin has already been resolved. Finally, the third, was a failure of the system to capture all of the run-off for the project site. As a result neighboring properties have been receiving excessive levels of storm water causing inundation. A plan to divert and capture all for the storm water has been reviewed and approved. Construction on the fix has begun immediately. Unfortunately, as a result of these storm water deficiencies, the Central Coast Regional Water Board did issue Anderson Homes a notice of violation. Anderson Homes has immediately responded to the violations and has brought the project into compliance. 

Staff would like to recognize Anderson Homes efforts to resolve these issues. They have been engaged and extremely responsive to making the corrections.
