BACKGROUND/SUMMARY:
The State of California made available the Homeless Housing, Assistance and Prevention Program (HHSA) Round 2 funding for regional Continuum of Care (CoC) jurisdictions in which HHSA, Community Services & Workforce Development (CSWD) received an allocation in the amount of $157,801.85 to serve homeless families.
San Benito County HHSA, CSWD aims to reduce homelessness by providing the HomeBound Transition Housing Program targeting homeless families participating in the three-month emergency Winter Shelter Program. At the conclusion of the Winter Shelter Program, participating families will transition into the HomeBound Transitional Housing Program for a period of 11-12 months. The overall goal is to have a transitional living experience that motivates and moves Participants into permanent and affordable housing at the conclusion of the program. HomeBound provides outreach, case management, emergency shelter, transitional housing, housing navigation, landlord engagement and supportive services to eligible homeless families. The services being provided allows for upfront engagement/outreach to homeless families in need of services. Staff will assess the client’s needs, work with each family to create a housing plan, identify supportive services, provide case management and other services as deemed most appropriate. Supportive services will be provided through in-house programs or referrals to local or regional service providers.
The term of the grant is for the period of February 1, 2022 -January 31, 2026; however, the County should be fully spent on or before June 30, 2024.
The appropriation of these funds will be included in FY 2021-22 with the approval of the budget adjustment (4/5 vote).

This is the second round of funding for the CoC Homeless Housing, Assistance and Prevention Program (HHAP). The County HHSA, CSWD responded to the CoC HHAP Round 1 RFP and was awarded $310,159. The BOS approved the round 1 funding at the September 8, 2020 board meeting.
For round 2 funding, the County received an allocation of $157,801.85. This item is going before the board for action at the 1/25/22 board meeting.
