Approve Job Specifications for Elections Warehouse Associate I (Extra-Help/Seasonal), Elections Warehouse Associate II (Extra-Help/Seasonal), Information Technology Analyst III and Senior Network-Server Administrator along with the corresponding salary. Direct staff to amend the Schedule of Approved Position Allocations of the Information Technology division to reflect the alternative staffing of 1.0 FTE Information Technology Analyst I/II/III and 1.0 FTE to reflect Server-Network Administrator/Senior Network-Server Administrator.

BACKGROUND/SUMMARY:
In order to meet the heightened challenges of providing safe, secure and fair elections the Elections Division needs highly trained and capable Extra-Help support personnel. The Elections Division requests the adoption of the Election Warehouse Associates (Extra-Help/Seasonal) I/II job classes in order to support the needs of election operations. The positions will help the Elections Division meet the new legislative changes as well as the new vote center guidelines.
The work of the Election Official has expanded greatly in scope and responsibility in the promotion of in-person and vote-by-mail voting while at the same time protecting the integrity and accessibly of the ballot. There are currently two and half (3) full-time Election Deputies in the Elections Division, performing Candidate and Campaign Services, Voter and Education Outreach Services, Vote-by-Mail (VBM) Services, and Precinct and Training Operations. The required knowledge, skills and abilities to perform election support functions requires dedicated and capable seasonal employees.
In order to meet the new legislative changes, the Elections Department must recruit, train, and employ specialized seasonal support staff to assure the protection of public health while providing access to voting. These positions are critical to the Election’s Division ability to conduct the June 7, 2022 Statewide Primary Election. The change would reflect the department's increasing fiscal demand due to the expanding state requirements.
The County Information Technology division is in need of additional technical skills to better support and monitor our County Infrastructure and provide better services. The new IT classifications would support the increasing demand of additional technical abilities to perform highly complex network security design, development, installation, upgrades, integration and redundancy. The ability to provide higher technical and network security, ensures that current security systems are maintained and policies are kept to date to ensure the County’s network security posture.
The recommend changes directly adhere to the County’s Strategic Plan, CAO/HR staff have identified new classifications to add as a continuous process improvement. Such changes would improve organizational performance for the County and directly support the County's Strategic Plan. All four classifications are unrepresented thus no meet and confer requirements are necessary.
