BACKGROUND/SUMMARY:
The State of California made available the HHAP R3 funding application in which HHSA, Community Services & Workforce Development (CSWD) was awarded an allocation of $395,326.12. The State is issuing an initial disbursement in the amount of $79,065.22.
The award notice was issued by the State on October of 2021 with a requirement that the agreement be signed and returned to the State within 30 days after the contract is provided to the County.
The initial disbursement grant funds are to be used for the completion of the local homeless action plan to be submitted with the HHAP-3 application and for systems improvement including:
• Capacity building and workforce development for the jurisdiction’s administering staff and providers, including technical assistance to culturally specific providers.
• Funding existing evidence-based programs serving people experiencing homelessness.
• Investing in data systems to meet reporting requirements or strengthen the recipient’s Homeless Management Information System.
• Improving homeless point-in-time counts.
• Improving coordinated entry systems to eliminate racial bias or to create a youth-specific coordinated entry system.
The State will release the application in the coming months for the remaining allocation in the amount of $316,260.90. The local homeless action plan will be submitted along with the application. These funds will then be made available after approval of the HHAP-3 application and the execution of the contract.
The term of the grant is for the period upon approval through October 1, 2026; however, the State is requiring that County allocations be contractually obligated 100% a year prior. It is the intent that San Benito County will spent its initial disbursement within a year.
The appropriation of these funds will be included in FY 2021-22 with the approval of the budget adjustment (4/5 vote).

The County has received two prior contracts in response to State RFP's.
• The HHAP Round 1 agreement was executed in June of 2020 in the amount of $308,848.53 for the period of June 19, 2020 through June 30, 2025.
• The HHAP Round 2 agreement was executed in August of 2021 in the amount of $141,188 for the period of August 25, 2021 through June 30, 2026.
