BACKGROUND/SUMMARY:

DHCS/CMS issues funding to County Health Departments for program plans to facilitate specialized medical treatment through California Children's Services (CCS)/Medi-Cal, to provide for Public Health Nurse administration, health provider oversight and follow-up on children in the Child Health and Disability Prevention (CHDP) program.  CCS provides diagnostic and treatment services, physical and occupational therapy services to children under age 21 with CCS-eligible medical conditions.  CCS-eligible conditions include, but are not limited to, cystic fibrosis, hemophilia, cerebral palsy, heart  disease, cancer, traumatic injuries, and infectious diseases.  The CHDP program provides complete health assessments for early detection and prevention of disease and disabilities in children and youth, is responsible for health care provider oversight and quality assurance.  The Health Care Program for Children in Foster Care (HCPCFC) provides nurse and medical consultation on foster children to Child Welfare Services. DHCS requires signatures from program staff, Medical Director and the Board of Supervisors Chairperson to certify compliance with State Health and Safety and State Welfare and Institution Codes and budget compliance.
