BACKGROUND/SUMMARY:
On September 30, 2020, Governor Newsom signed Senate Bill 823, which began the closure of the state’s Division of Juvenile Justice (DJJ), realigning those state functions to county governments. The closure of the DJJ has created the Juvenile Justice Realignment Block Grant to support counties to provide services.
The SB 823 Juvenile Justice Realignment Block Grant program is to provide funding for county-based custody, care, and supervision of youth who are realigned from the Division of Juvenile Justice or who would have otherwise been eligible for commitment to the division. SB 823 would appropriate moneys from the State General Fund in specified amounts for these purposes, as specified. The bill specified how those funds would be allocated to counties. By changing county responsibilities with respect to juvenile offenders, this bill would impose a state-mandated local program.
San Benito County Probation Department and the Juvenile Justice Coordinating Council Subcommittee are in the early stages of developing the plan for implementation of the SB 823 Juvenile Justice Realignment Block Grant. Program expenses will begin to accrue; therefore a Budget Adjustment/Transfer needs to be presented and approved.
