BACKGROUND/SUMMARY:

The Sheriff's Office has been informed of Captain Lamonica’s and Captain Iler’s intent to retire December of this year after impeccably long careers in law enforcement. This will create vacancies that are significant to vital operations. Because of this there is a high level of importance to establish a position of leadership within the Jail. Our ability to fulfill our safety and security mission requires having the correct amount of trained staff available for duty. Currently, the Sheriff's Office Corrections Division has one (1) Sheriff's Captain assigned as the "Jail Commander" and one (1) position that is staffed as a Correctional Administrative Sergeant. The Sheriff's Office Corrections Division is comprised of non-sworn Correctional Officers and Correctional Sergeants. In an effort to develop and maintain a high-performing, diverse, engaged, and flexible workforce with an emphasis on efficiency and effectiveness, it is respectfully requested that the Board of Supervisors approve the alternative staffing of the 1.0 FTE Correctional Sergeant to 1.0 FTE Sheriff's Lieutenant-Corrections. The newly reclassified position alternatively staffed would report to Sheriff's Captain Tom Keylon. The Sheriff's Lieutenant-Corrections would oversee the day-to-day operations for the County Jail, Superior Court transportation, and Corrections transportation. Such a change would improve organizational performance for the Sheriff's and directly support the County's Strategic Plan. Furthermore, the reclassification would create a new promotional opportunity for Corrections staff, and we would be able to more effectively align workload, skills, people needs, and organizational structure to meet short and long-term objectives. Other benefits would include increasing our employees' range of skills and abilities while creating a more agile talent pool that will allow us to respond more quickly to unplanned changes within our Sheriff's Office. The Sheriff's Lieutenant-Corrections position is already established within the County's classification plan. The projected increase in cost from the already budgeted position is $15,000 fully loaded. However, we expect the costs may be lower due to salary savings from the vacancy occurring from Sheriff's Captain Lamonica's well-deserved retirement.
