Approve and Authorize the Chair to Sign Contract Amendment #1 with Community Homeless Solutions (CHS) in the amount of $500,000.00 for the period of July 1, 2021 through June 30, 2022.

BACKGROUND/SUMMARY:
Community Homeless Solutions (CHS) has been the operator of the San Benito County Housing, Opportunities, Meals and Empowerment (HOME) Resource Center (homeless shelter) since December of 2017. The original contract was signed on November 7, 2017 with an amendment #1 on October 23, 2018 to extend the contract term through June 30, 2021 and to establish an annual budget.
A new contract was established for a three-month term of July 1, 2021 - September 30, 2021 in the amount of $50,000. The enclosed amendment #1 extends the contract through June 30, 2022 and augments the budget from $50,000 to a new total of $500,000.
At the conclusion of the contract amendment, Community Homeless Solutions would have operated the shelter for about 4.5 years. Due to good procurement practices, it is recommended that that Requests for Proposals be issued at least every three years. As a result, HHSA/CSWD will release a Request for Proposal (RFP) in March of 2022 for the selection of a shelter operator starting on July 1, 2022 for up to a three year term.
Operational funding has been secured by HHSA through grant development efforts. It is anticipated that fund development efforts will continue; however, due to the high costs of operating a shelter and the competitive nature of grant writing, there may be years where not all of the operational funding is secured. General Funding may be needed when full funding is not secured through grants.
