BACKGROUND/SUMMARY:
The State Department of Community Services & Development (CSD) has made available 2021 Low Income Home Energy Assistance Program (LIHEAP) American Rescue Plan Act (ARPA) grant in the amount of $409,096. The LIHEAP ARPA dollars distributed to California are intended to prevent, prepare for, or respond to the COVID-19 pandemic. LIHEAP funds are designed to assist low-income households with energy assistance services who have been financially impacted by the COVID-19 pandemic. Approximately 478 eligible households will receive assistance with their energy bills in an amount up to $360 and up to $1,000 for emergency situations. CSWD requests adoption of a resolution to accepting the 2021 LIHEAP ARPA grant, approving the grant agreement, and authorizing the HHSA Director or Deputy Director to take certain actions necessary to administer the grant, including executing Standard Agreement No. 21V-5578 and any amendments thereto that do not require a budget augmentation, and any administrative documents relating to said Agreement on behalf of the County.
The appropriation of these funds will be included in FY 2021-22 with the approval of the budget adjustment (4/5 vote).
