BACKGROUND/SUMMARY:

In order to be eligible for funding under the Juvenile Crime Enforcement Accountability Challenge Grant Program, the County is required to establish a multiagency Juvenile Justice Coordinating Council (JJCC), pursuant to section 749.22 of the California Welfare and Institutions Code, to develop and implement a comprehensive, multiagency plan that identifies the resources and strategies for providing an effective continuum of county-based responses for the prevention, intervention, supervision, treatment and incarceration of male and female juvenile offenders, as described in section 749.22(a)-(e).  Section 749.22 specifies the membership of the JJCC to include, at a minimum, the following:

•    the Chief Probation Officer as Chair;

•    one representative from each of the following:

o   the District Attorney’s Office;

o   the Public Defender’s Office;

o   the Sheriff’s Office;

o   the Board of Supervisors;

o   the Department of Social Services;

o   the Department of Mental Health;

o   a community-based drug and alcohol program;

o   a City Police Department;

o   the County Office of Education or a school district;

o   an at-large community representative; and

•    representatives from nonprofit community-based organizations providing services to minors

The Board has appointed members satisfying the criteria set forth in section 749.22 to the San Benito County Juvenile Justice Coordinating Council from time to time.  However, several positions have been vacated since the last time the Board formally appointed members to the JJCC.  Accordingly, a Resolution is presented for the Board's consideration, which will appoint current members satisfying the criteria set forth in section 749.22.  The Resolution also delegates authority to the Chief Probation Officer, as the Chair of the JJCC, to sign and submit annual applications for funding allocations and, following the Board's acceptance of grant allocations, to sign contracts, amendments and extensions with the State, which are related to the funding allocation.

STAFF RECOMMENDATION:

Staff respectfully recommends that the Board of Supervisors :

1. Adopt Resolution No. 2021-___ appointing members to the multiagency Juvenile Justice Coordinating Council and authorizing the Chief Probation Officer to sign and submit applications for funding allocations and related grant agreements, amendments and extensions; and

2. Authorize the Board Chair to sign the Resolution.
