Approve contract for PWB-2108 San Felipe Road Bridge over Tequisquito Slough – Interim Traffic Control Plan with The Don Chapin Company in the amount of $72,000.00; Authorize the RMA Director to execute the contract upon receipt of all contract documents required; Authorize the RMA Director to issue contract change orders in the amount of $7,200.00 (Contract Contingency); and Adopt Resolution, declaring an on-going emergency and allowing emergency repairs to be completed pursuant to Public Contracts Code section 22050, for PWB-2108 San Felipe Road Bridge over Tequisquito Slough – Interim Traffic Control Plan, with approved plans and referenced County Specifications (Caltrans Standard Specifications 2018) and without further competitive bidding, and finding that the emergency repair work is statutorily exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15269(c) for emergency projects (4/5 Vote).

Approximately in November 2020, a vehicle accident occurred damaging and separating the east side guard rail from the bridge structure on the San Felipe Road Bridge over Tequisquito Slough. The Public Works Maintenance Yard personnel have been maintaining emergency traffic control signing since this occurrence.
TRC, an engineering firm under an On-Call Contract with the County, was issued a Task Order to review, evaluate, prepare recommendations, and/or to prepare plans and specifications to repair the damaged guard rail. Upon further review, TRC provided two alternatives and recommended to place a temporary K-Rail on the east side of the bridge. This recommendation was based on preliminary design analysis that the metal beam guardrail cannot be connected to the existing bridge structure as this condition will not meet current design standards. The addition of any nonstandard guard railing exposes all parties involved including the County to a higher degree of liability. To protect all parties involved, the non-standard side mounted guard rail attached to the existing bridge structure was not considered as a viable alternative.
NV5, an engineering firm under an On-Call Contract with the County, was issued a Task Order to complete the Interim Traffic Control Plans and a construction cost estimate based on TRC’s recommendation. The ultimate recommendation is the County to pursue funds to replace the bridge to current design standards. This recommendation is being pursued under the RMA Grant Applications Program.
Vanir Construction Management, Inc., a construction management firm under contract with the County, was directed to solicit bids on this project due the emergency condition and situation. Due to the urgent need for effective interim traffic control measures to mitigate the emergency, bids were solicited directly from five construction contractors without first issuing notice inviting bids, with three contractors responding as follows: The Don Chapin Company in the amount of $72,000.00, Granite Construction in the amount of $81, 838.00, and Granite Construction in the amount of $93,240.00. The Engineering Construction Cost Estimate was $58,038.00.

Staff respectfully recommends that the Board:
(1) Approve a contract for PWB-2108 San Felipe Road Bridge over Tequisquito Slough – Interim Traffic Control Plan with The Don Chapin Company in the amount of $72,000.00;
