BACKGROUND/SUMMARY:

Seneca is a family services agency that can provide Therapeutic Foster Care (TFC) Services for children that would reside in Seneca operated Foster Homes. These children would be placed in such out of home placements by the determination of the courts/ Probation Dept/ Child Protective Services. The TFC level of care is a new mandatory service requirement that requires counties to make such resources available for children who require out of home placement and require intensive levels of mental health care and support. This contract would assist the Behavioral Health Department to fulfill this mandate. The Seneca organization would provide TFC levels of services by utilizing their TFC trained Foster Parents and their organizations other mental health services that operate within the network of a Seneca Foster Family Agency, Foster Home. The primary goal of Therapeutic Foster Care (TFC) is to support comprehensive intervention efforts to ameliorate the child or youth’s mental health issues to support successful transition toward stable permanency, through reunification, adoption or legal guardianship.

 

This contract originates as the result of a Monterey, Santa Cruz and San Benito County effort, with Monterey County taking the lead in sourcing this Contract Provider for the mandated TFC services through an RFP process. Each County then has initiated their own contract with the provider procured through the RFP process.

 

OTHER AGENCY INVOLVEMENT: Placements of children out of home generally occur through our County’s Child Protective Services, the Juvenile Probation Dept. or as a special education placement through the County Dept. of Education.

The primary goal of Therapeutic Foster Care (TFC) is to support comprehensive intervention efforts to ameliorate the child or youth’s mental health issues to support successful transition toward stable permanency, through reunification, adoption or legal guardianship.
