BACKGROUND/SUMMARY:
The County RMA Department coordinates annual initial and refresher trainings for County RMA employees to maintain their hazardous waste certifications as required by the Occupational Safety and Health Administration (OSHA).
The County and Contractor entered into contract on December 11, 2018. The current expiration date is December, 31, 2021.
To date, there is $30,115 unexpended funds remaining on the First On Compliance contract. The Scope of Services needs to be amended to include additional trainings and their respective rates for General Site Worker (HAZWOPER) Initial Class (HAZER-14), General Site Worker (HAZWOPER) Refresher Class(HAZER-14R), and First Responder Operations (FRO) Initial Class (HAZER-3). These trainings are required for specified County staff by OSHA.
This is the third year First On Compliance has provided hazardous waste certification training to County staff through this contract. Amendment #1 ($6,055.00) to the original contract was less than the original contract amount ($8,850.00), totaling an amount not to exceed $14,905. Amendment #2 added an additional compensation in an amount not to exceed $25,000 (with a total sum not to exceed $39,905). The contract amount will not change in amendment #3. The only changes will be amending the scope of services.
Some OSHA required trainings have been covered by other financial means. The HAZER-8R (HAZWOPER Refresher) training by First On Compliance is paid by a contract with Stericycle Environmental Solutions Inc., which was approved by the Board on June 12, 2018. Additionally, the Integrated Waste Management Division of RMA utilizes the CalRecycle Used Oil Payment Program grant funds to pay for HAZER-14 (HAZCOM) trainings and HAZER-3R trainings for IWM Regional Agency member staff.
