Approve contract amendment with Stericycle Environmental Solutions Inc. DBA: Clean Earth Environmental Solutions, Inc. for hazardous waste management services, adding to Scope of Services and providing additional compensation in an amount not to exceed $88,000.00 (County portion $27,720), for a total contract amount not to exceed $644,875.00 (contingent on approval from all members of the JPA).

BACKGROUND/SUMMARY:
On October 6, 2015, the County entered into a contract with Stericycle Environmental Solutions Inc. (SES) to provide hazardous waste management services throughout the county at a cost of $275,000.00. The first amendment extended the contract on May 25, 2018 to add an additional three years ending on June 30, 2021, and add additional compensation of $281,875.00, which included minimal increases within the hazardous waste program fee schedule, for a total contract amount not to exceed $556,875.00.
This second amendment adds an additional disposal item (Freon) to section B-4 and includes additional compensation of $88,000.00, for a total contract amount not to exceed $644,875.00.
Stericycle Environmental Solutions manifests, loads, and transports all conforming hazardous materials collected at the permanent household hazardous waste collection facility. In addition, SES Inc. assists the County in preparing emergency response and operations plans for the facility, as well as, establishes all San Benito County paint collection locations.
Per the IWM Joint Power Authority Agreement and the Cost Sharing Agreement, the County is the Lead Agency and the County staffs/manages IWM programs to meet state mandates for Regional Agency members. Members include the County of San Benito, the City of Hollister, and the City of San Juan Bautista. Per the Cost Sharing Agreement, the County as Lead Agency is reimbursed for IWM staff/management program costs at an amount based on population figures. Cost sharing is approximately 65% for the City of Hollister, 3.5% for San Juan Bautista, and 31.5% for the County. Therefore, the County’s portion of the amendment is $27,720.00 (total contract amendment of $88,000).
