RESOURCE MANAGEMENT AGENCY – H. MAVROGENES

Accept all bids for the Measure G PWB-2013 Southside Road – 5000 Block, find Teichert Construction as the lowest responsive responsible bidder; award contract to Teichert Construction in the amount of $1,686,810.00; approve contract and authorize the RMA Director to execute the contract upon receipt of all contract documents required in the Invitation for Bids; and, authorize the RMA Director to issue change orders in an amount not to exceed $96,840.00, pursuant to Public Contract Code section 20142(b) (Contract Contingency Amount).

This project is funded by the Measure G Fund.  This project is part of the COSB Quick Start Road Improvement Projects.  This project reach limits contains two locations with roadway and shoulder embankment failures to be addressed immediately.  Retaining wall structures are to be constructed at these two locations. The Engineer’s Estimate for this project was $2,619,000. 

On June 16, 2020, the Board of Supervisors adopted the plans and specifications for the Measure G PWB-2013 Southside Road – 5000 Block; found the projects are categorically exempt under CEQA Guidelines Sections 15301 and 15302, and; authorized the advertisement for bids.

Bids were due July 28, 2020 at 2 PM and three bids were received, all under budget.  Staff has identified Teichert Construction as the lowest responsive responsible bidder, in the amount of $1,686,810.00.  The other bids received were from Granite Rock Company in the amount of $1,853,840.00 and Granite Construction in the amount of $2,084,688.50. Construction is to begin in September and to last four months.

Staff respectfully recommends that the Board:

1. Accept all bids for the Measure G PWB-2013 Southside Road – 5000 Block;

2. Find Teichert Construction as the lowest responsive responsible bidder;

3. Award contract to Teichert Construction in the amount of $1,686,810.00;

4. Approve contract and authorize the RMA Director to execute the contract upon receipt of all contract documents required in the Invitation for Bids; and,

5. Authorize the RMA Director to issue change orders in an amount of not to exceed $96,840.00, pursuant to Public Contract Code section 20142(b) (Contract Contingency Amount).
