BACKGROUND/SUMMARY:
The California Department of Housing and Community Development announced the availability of approximately $18.7 million in new federal funds for the Community Development Block Grant Coronavirus Response Round 1 (CDBG-CV1) funding for local assistance. Funding for this Notice of Funding Availability (NOFA) is made available pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES) Act signed into law March 27, 2020. The eligible activities under this NOFA include assistance to businesses and microenterprises impacted by COVID-19 stay-at-home orders and shut-downs; Public services related to COVID-19 support; Facility improvements related to COVID-19 healthcare and homeless housing needs; and Acquisition of real property to be used for the treatment or recovery of infectious diseases in response to COVID-19.
The County of San Benito will be partnering with the City of Hollister and the City of San Juan Bautista for a jurisdiction-wide application to address our community needs for short term rental assistance to low- and moderate-income residents in the County of San Benito, City of Hollister and City of San Juan Bautista impacted by COVID-19 to prevent eviction. San Benito County is eligible to receive $101,532; the City of Hollister is eligible to receive $151,177 and the City of San Juan Bautista is eligible to receive $63,558 for a total jurisdiction amount of $316,267 for the proposed activity. The cities will be taking the MOU to their respective governing bodies at their next council meeting for approval.
Given the County's experience in providing rental assistance programs through HHSA, Community Services and Workforce Development, the County will be the lead administrator and operator of the program. As a result, there is a need to approve the MOU between the County and the City of Hollister and San Juan Bautista to establish the terms and conditions of each party for the operations of the rental assistance program to serve low-and-moderate -income individuals and households within each of the three jurisdictions.
There is a required public hearing which was held on Thursday, August 6, 2020 at 4 p.m. via Zoom. The purpose of the public hearing is to discuss the application for funding under the Community Development Block Grant (CDBG) Coronavirus Response Round 1 (CDBG-CV1) and to solicit citizen input on the proposed activities to be included in the application.

1) Adopt Resolution approving and authorizing submission of the Community Development Block Grant (CDBG) Coronavirus Response Round 1 (CDBG-CV1) application for the amount of $316,267;
2) Approve the Memorandum of Understanding between the County and the City of Hollister and San Juan Bautista for the partnership and implementation of the grant;
3) Authorize the HHSA Director or Deputy Director to accept the grant, if awarded, enter into and execute the grant agreement and any subsequent amendments with the State of California, and execute Funds Requests and other required reporting forms for purposes of administering the grant;
4) Authorize the County Administrator to execute the Assurances pertaining to the grant; and
