Adopt a Board Resolution confirming the June 17, 2020 Planning Commission decision to approve a 95 foot tall multi-carrier wireless tower at 10 Flint Road, Hollister, and reject the Appeal.
SBC FILE NUMBER: 790.1
RESOLUTION NUMBER: 2020-57
AGENDA SECTION:
PUBLIC HEARING - Bottom
BACKGROUND/SUMMARY:
On June 17, 2020, the Planning Commission (PC) approved a use permit for a 95-foot-tall cell tower at 10 Flint Road. Subsequently, a timely appeal was filed by a neighboring property owner citing issues of aesthetics, health, property value, and existing signal strength as bases for error in the decision to approve the facility.
A draft resolution is attached for the option of the Board of Supervisors to uphold the PC decision. The resolution makes findings on the appellant’s assertions and cites reasons for the proposal’s approval to remain in effect. Also included is the available record of the decision, including the June 17 staff report to the Commission and the resolution, 2020-08, adopted on that date.
The project is a 95-foot-tall tower on a 2,400-square-foot lease area (60 feet by 40 feet) to support two omnidirectional antennas for transportations communications, two microwave dishes, and three future wireless telecommunications carriers. The initial installation on the tower is directed at truck transportation to provide tools for reliability in trucking operations in the area, especially along State Route 156. Following the initial use, three levels on the tower would be available to future installations by wireless carriers. Further details and analysis are available in the staff report to the Commission.
