Accept all bids for the Enterprise PWB-2002 Best Rd-HWY 25 to John Smith Rd, PWB-2003 Fairview Rd-Rosa Morada Rd to McCloskey Rd, find Granite Rock Company as the lowest responsive responsible bidder, award contract to Granite Rock Company in the amount of $2,988,861.00, approve contract and authorize the RMA Director to execute the contract upon receipt of all contract documents required in the Invitation for Bids, and authorize the RMA Director to issue change orders in an amount of not to exceed $161,943.00 (Contract Contingency Amount).

BACKGROUND/SUMMARY:
This project is funded by the Landfill Enterprise Fund. These projects are part of the COSB Quick Start Road Improvement Projects. The Engineer’s Estimates for the Enterprise PWB-2002 Best Rd – HWY 25 to John Smith Rd was $1,387,000 and for the PWB-2003 Fairview Rd – Rosa Morada Rd to McCloskey Rd was $2,883,000 for a total of $4,270,000.
On June 16, 2020, the Board of Supervisors adopted the plans and specifications for the Enterprise PWB-2002 Best Rd – HWY 25 to John Smith Rd and PWB-2003 Fairview Rd – Rosa Morada Rd to McCloskey Rd; found the projects are categorically exempt under CEQA Guidelines Sections 15301 and 15302, and; authorized the advertisement for bids.
Bids were due July 21, 2020 at 10 AM and three bids were received. Staff has identified Granite Rock Company as the lowest responsive responsible bidder, in the amount of $2,988,861.00. The other bids received were from Granite Construction in the amount of $3,283,995.00 and Teichert Construction in the amount of $3,373,038.00. Construction is to begin in August and to last two months.
