BACKGROUND/SUMMARY:

It is recommended to add the class specifications of Elections Associate I (Extra-Help/Seasonal) and Elections Associate II (Extra-Help/Seasonal) to the Elections Department. 

 

Under the threat of COVID-19, the Governor issued executive orders (N-67-20 & N67-20) and signed State Assembly (Bill 860) on June 18, 2020. In order to meet the heightened challenges of providing safe, secure and fair elections the Elections Division needs highly trained and capable Extra-Help support personnel. The Elections Division requests the adoption of the Election Associates (Extra-Help/Seasonal) I/II job classes in order to support the needs of election operations. The positions will help the Elections Division meet the new emergency legislative changes as well as the new voting guidelines to protect public health by the CA Department of Health and the Centers for Disease Control and Prevention.

 

As our local, state, and national leaders address the spread of the novel coronavirus (COVID-19), this pandemic impacts the conduct of elections and daily operations. The work of the Election Official has expanded greatly in scope and responsibility in the promotion of in-person and vote-by-mail voting while at the same time protecting the integrity and accessibly of the ballot.

 

There are currently two and half (2.5) full-time Election Deputies in the Elections Division, performing Candidate and Campaign Services, Voter and Education Outreach Services, Vote-by-Mail (VBM) Services, and Precinct and Training Operations. The required knowledge, skills and abilities to perform election support functions requires dedicated and capable seasonal employees.

 

In order to meet the new emergency legislative changes, the Elections Department must recruit, train, and employ specialized seasonal support staff to assure the protection of public health while providing access to voting. These positions are critical to the Election’s Division ability to conduct the November 3, 2020 Presidential General Election.  

 

The Elections Division urges the Board of Supervisors to adopt the Elections Associate I/II (Extra-Help/Seasonal) support job descriptions.
