RESOURCE MANAGEMENT AGENCY – H. MAVROGENES

Approve reimbursement agreement with Vineyard Rock Products for Consultant Services to be performed by Benchmark Resources regarding the Enz Quarry Minor Reclamation Plan Amendment, for a total budget of $75,820.00, for the term of September 24, 2019 through June 30, 2022.

Vineyard Rock Products/Russel Enz applied for a Minor Reclamation Plan Amendment for the Enz Quarry. The County has determined that certain consultant services are required in connection with the County’s consideration of the Project.  The County processed a reclamation plan amendment approved by the County Planning Commission for the Enz Quarry in May of 2017. Mr. Enz would like to make a minor modification to the design drawings to maintain the mining depth consistent with the prior designed approved by the County in November, 2003. This will require the same procedural step and coordination with the DMR (Division of Mine Reclamation) as for the prior reclamation plan amendment. 

This reimbursement agreement is Budget neutral. The Consultant's and County's expenses are to be paid by the mine operator, Vineyard Rock Products/Russel Enz, as described in the attached Contract with Benchmark Resources, as well as the proposed Reimbursement Agreement with Vineyard Rock Products/Russel Enz.  The anticipated total budget for this contract is $75,820.00 but is subject to adjustment, according to the provisions of paragraph B-3 of the reimbursement agreement.

Staff respectfully recommends that the Board:

Approve the reimbursement agreement with Vineyard Rock Products for Consultant Services to be performed by Benchmark Resources regarding the Enz Quarry Minor Reclamation Plan Amendment, and authorize the Board Chair to sign it.
