Approve contract Amendment #4 with Field Solutions Inc. for an additional $38,300.00 and to extend the existing contract until June 30, 2022.

On May 6, 2014, the Board approved a contract with Field Solutions Inc. (FSI) to provide extraction system operation and maintenance services at the John Smith Road Landfill (JSRL) for the County to meet state requirements and the pre-existing conditions and obligations detailed in Section 5.2 of the landfill agreement. Per Section 5, the County is responsible for groundwater monitoring and extraction well maintenance. Per Section 4.1, the landfill operator, WCI, is responsible for all other operations and maintenance costs at the landfill. FSI provides quarterly extraction system operation and maintenance visits and provides operation, maintenance and monitoring of the existing extraction system (five extraction wells) and the agricultural well at the JSRL. The original contract that ended on June 30, 2016 for an amount not to exceed $26,900.00 was amended in June 2016 to extend it until June 30, 2018 and to increase it by $32,000.00, then again in June 2018 to extend it to June 30, 2020 and to increase it by $22,800.00, and in October 2019 to increase it by $10,504.00. The RMA desires to extend their contract until June 30, 2022 and to increase Amendment #3 by $38,300.00 for a total sum not to exceed $130,504.00. 

Staff respectfully recommends that the Board:

1.      Approve Contract Amendment #4 with Field Solutions Inc. to extend the contract until June 30, 2022 in an amount not to exceed $130,504.00, and authorize the Board Chair to sign it.
