BACKGROUND/SUMMARY:
Planning staff recommends that the public hearing for UP 1173-17 be continued to the regular Planning Commission meeting agenda of August 19, 2020.
The project proposes to expand an existing adult residential care facility on a nonconforming 0.6-acre parcel. The proposal would accommodate five additional residents for 11 residents total and modify the 2,172 square feet of existing total interior floor area by converting 506 square feet of garage space and adding 486 square feet of newly constructed floor area, expanding the facility to a total of nine bedrooms and three bathrooms.
The 0.6-acre property contains a 2,172-square-foot, five-bedroom, two-bathroom residential structure now used as a six-client adult care facility. This is a nonskilled care facility, intended for assistance in daily living without on-site licensed health professionals. State Health and Safety Code §1267.16 requires that the facility prior to the use permit, having six or fewer clients, be considered a residential use under zoning. At 0.6 acres, the property is considered nonconforming under the site’s five-acre-minimum AP zoning.
