BACKGROUND/SUMMARY:

The Board previously approved contracts with CSG Consultants to provide services to meet the County's legal requirements as Lead Agency for the Integrated Waste Management (IWM) Regional Agency whose members are Hollister, San Juan Bautista and the County. State mandates also necessitate the County to have IWM technical expertise to meet the 50% diversion mandate (AB 939), organics diversion (AB 1826), household hazardous waste requirements and other requirements. CSG provides IWM management and expertise due to lack of current in-county staff expertise. As directed by the Board, CSG trained in-county staff to take over IWM responsibility, however, due to staff departure CSG had to start over to train new staff to take on IWM responsibility. CSG has completed several successful projects that include managing the new franchise agreement development/RFP process for the Regional Agency members. This project resulted in significant improvements in meeting state mandates, better programs for residents and businesses, and AB 939 and litter abatement revenue for Regional Agency members. CSG expanded the new green business program to help businesses save money through reducing waste, improved school recycling programs, improved collaboration with Hollister and San Juan Bautista, improved non­ exclusive franchise agreement compliance and continues to increase outreach/education to residents and businesses. CSG continues to train new, promising in-county staff to take over increasing responsibility. CSG's scope of work and projects underway include:

  • Manage IWM Programs to meet the requirements of AB 939, AB 341, AB 1594, AB 1826 and SB 1383;

  • Complete Franchise Agreement compliance and reporting;

  • Manage CalRecycle compliance reporting and audits;

  • Complete disposal reporting requirements to be submitted to CalRecycle;

  • Complete Summary Plan Report to meet AB 939 requirements;

  • Complete training and provide technical expertise for a Management Analyst/Recycling Coordinator;

  • Manage HHW (household hazardous waste) compliance and management;

  • Complete Landfill agreement compliance;

  • Manage Regional Agency programs including Green Business, grants administration, and budget management;

  • Provide technical expertise and management;

  • Complete construction and demolition technical training for CalGreen code compliance;

  • Manage NEFA (Non-Exclusive Franchise Agreement) compliance for haulers and reporters;

  • Provide oversight of JPA (Joint Powers Agreement) and CSA (Cost Sharing Agreement) and make recommendations for improvement of governance and oversight; and

  • Provide updates to the County Code to reflect changes to the Franchise Agreement and Non-Exclusive Franchise Agreement.

Approximately 65% of the consultant contract will be covered through a cost sharing agreement with the cities of Hollister and San Juan Bautista.
