BACKGROUND/SUMMARY:

In the 2019-2020 California Budget Act Governor Gavin Newsom allocated $250 million for all regions, cities, and counties to prioritize planning activities that accelerate housing production to meet identified needs of every community. Housing Community Development (HCD) established the Local Early Action Planning Grant (LEAP) with $119 million for cities and counties.

 

LEAP provides one-time grant funding to cities and counties to update their planning documents and implement process improvements that will facilitate the acceleration of housing production and help local governments prepare for their sixth cycle Regional Housing Needs Allocation (RHNA).

 

San Benito County is eligible for a maximum grant amount of $65,000. The application process began in January 2020 and the due date for applications is July 1, 2020.

STAFF RECOMMENDATION:

Staff recommends that the Board of Supervisors adopt the Resolution authorizing staff to apply for the State Housing & Community Development Local Early Action Planning Grant (LEAP) funds and sign applicable agreements, in order to prepare for the County's upcoming cycle of Regional Housing Needs Allocation (RHNA), and authorize the Board Chair to sign the Resolution.
