BACKGROUND/SUMMARY:
The County of San Benito Health & Human Services Agency, Community Services & Workforce Development (CSWD) has been working diligently to address the needs of our community. Staff is requesting that the board approve the Sub-Recipient Agreement for the 2019/2020 Community Development Block Grant (CDBG) between San Benito County and Sun Street Centers for the Operations of the Residential Treatment Facility for a total allocation of $187,500.
Sun Street Centers has operated residential and recovery programs successfully since 1968 in Salinas, Seaside, Marina, King City and within the San Benito/Monterey Continuum of Care. They have operated two successful recovery programs in San Benito County for the past 3 years and are State licensed and certified by the Department of Health Care Services. Their outcomes for long term recovery from alcoholism and addiction are consistently at least twice the national average as proven by annual program evaluation. The Community Action Board (CAB) selected the Sun Street Centers as one of the two community based organizations in response to the CDBG procurement selection process due to their experience, capacity and need to provide services at their residential treatment facility. The intended target population includes low-income, single women and woman with small children with priority given to homeless woman. Community Homeless Solutions (CHS) as the operator of the shelter and Community Services & Workforce Development (CSWD) as the operator of other homeless programs will be the primary referral source for women in need of residential treatment.
This is a conditional agreement as required by the 2020 CDBG NOFA application Process. Applicants are required to have subrecipient agreements in place prior to the submission of the CDBG Application which is due on June 1, 2020. No services will be provided until the award is made and contracts are executed.
