BACKGROUND/SUMMARY:

The County of San Benito Health & Human Services Agency, Community Services & Workforce Development (CSWD) has been working diligently to address shelter and services for our homeless community members. Staff is requesting that the board approve the Sub-Recipient Agreement for the 2019/2020 Community Development Block Grant (CDBG) between San Benito County and Community Homeless Solutions (CHS) for the Operations of the HOME Resource Center.

 

Community Homeless Solutions has been the operator of the HOME Resource Center since its grand opening on December 2017. CHS is based out of Monterey County and is a 501(C)(3) non-profit corporation that has been providing homeless services in the Salinas/San Benito/Monterey Continuum of Care area since 1978. They are the largest provider of transitional housing programs for the homeless and emergency shelters for chronic homeless and victims of domestic violence. The Community Homeless Solutions is currently operating four transitional housing programs, three shelters (two for domestic violence victims and one respite care center), one permanent supportive housing program and a mobile street outreach component. In addition, they have been providing the Warming Shelter for chronic homeless individuals during the winter months in Monterey County.

 

Due to the extensive experience, organizational capacity and proven track record, staff is recommending that Community Homeless Solutions be approved for the 2020 CDBG Subrecipient Agreement for the Operations and Management of the HOME Resource Center. Staff is requesting the Board of Supervisors to approve the Lease Agreement for 1161 San Felipe Road. In addition, Housing and Community Development (HCD), requires that any recipient of Community Development Block Grant (CDBG) funds enter into a sub-recipient agreement. The annual cost to operate the shelter is approximately $615,000 of which the CDBG will provide funding over a period of up to two years in the amount of $275,000.

 

The Homeless Shelter operations are incorporated in the Agency's FY2019-2020 budget.  There is no impact to the county general fund.

1.  Approve the CDBG Sub-recipient Agreement between San Benito County and Community Homeless Solutions for the period of April 21, 2020 to December 30, 2023 for the amount not to exceed $275,000; Authorize the chair of the board signing authority of this agreement; and authorize the Director or Deputy Director signing authority for any required amendments or documents related thereto;

3.   Approve the Lease Agreement between Community Homeless Solutions and San Benito County for the period of April 21, 2020 to April 20, 2021; and Authorize the chair of the board signing authority of this lease and any required amendments or documents related thereto;
